(2) Eligible entity The term “eligible entity” means— (A) an institution of higher education; (B) an entity within an institution of higher education with dedicated expertise in Native American language and culture education; or (C) a consortium that includes 1 or more institutions of higher education or 1 or more entities described in subparagraph (B).
