legal and law enforcement measures

(1) the term “legal and law enforcement measures” means— (A) the enactment and implementation of laws and regulations or the implementation of existing laws and regulations to provide for the progressive control, reduction, and gradual elimination of the illicit cultivation, production, processing, transportation, and distribution of narcotic drugs and other controlled substances; and (B) the effective organization, staffing, equipping, funding, and activation of those governmental authorities responsible for narcotics control;
