115 Stat. 352, provided that: “Not later than 6 months after the date of the enactment of this Act [Oct. 26, 2001], and every 6 months thereafter, the Attorney General shall submit a report to the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the Senate, with respect to the reporting period, on—
“(1) the number of aliens certified under section 236A(a)(3) of the Immigration and Nationality Act [
8 U.S.C.
1226a
(a)(3)], as added by subsection (a);
“(C) the Attorney General has determined are no longer aliens who may be so certified; or
