Effective Date of 2004 Amendment
Pub. L. 108–203, title IV, § 404(a)(2), Mar. 2, 2004,
118 Stat. 526, provided that: “The amendment made by this subsection [amending this section] shall apply with respect to grants, cooperative agreements, or contracts entered into on or after the date of the enactment of this Act [Mar. 2, 2004].”
